Insurance Commissioner Dave Jones today announced
the appointments to the California Organized Investment
Network (COIN) Advisory Board.
In announcing the new appointments, Mr. Jones
introduced Mr. Sukh Singh, General Secretary of
the Indus Valley American Chamber of Commerce,
as an active community leader, outreaching to
collaborate with other community groups, including
serving as President of the Indo Canadian Cultural
Association. He has been recognized by several
government entities for his decades of public
service. Mr. Singh holds an MA in Political Science
and an MPE from Ottawa University.
We applaud Mr. Dave Jones's decision to recognize
the friendly Indian community and open the doors
for more participative service. Mr. Jones explained,
that the COIN guides insurer capital into socially
responsible, environmentally sustainable and community
financial investments. COIN’s team of investment
officers lead two funds unlike any other in the
nation: the Qualified Investment Platform and
the CDFI Tax Credit program. COIN’s Qualified
Investment Platform screens investment deals across
asset classes for their risk, rates of return
and provision of tangible benefits to California’s
undercapitalized communities and/or environment.
From 1996 through 2008, insurers invested more
than $19 billion through COIN’s Qualified
Investment Platform. COIN’s Community Development
Financial Institution (CDFI) Tax Credit Program
provides a 20 percent State tax credit on a $50,000
minimum investment, loan or deposit into a COIN-certified
CDFI for 60 months. Each year, $2 million in tax
credits are available on a total of $10 million
of invested capital. To date, $125 million in
CDFI deposits have generated $25 million in State
tax credits.
“The COIN program has proven to be a highly
successful effort in providing funding for important
projects in underserved communities throughout
the state, and I am confident our new board members
are up to the task of furthering the success of
this initiative,” said Commissioner Jones.
“Without question, their work on the COIN
Advisory Board will be especially important given
these difficult economic times.” We

MADAN L SAROAY PASSED AWAY

Hi Everyone,
This is to inform with heavy heart that Mr. Madan
L Saroay, elder brother of Mr. Ram M Saroay (Chairman
Sri Guru Ravidass Sabha Bay Area California),
had passed away. This untimely and unexpected
tragedy struck the Saroay family on Christmas
Day - Sunday December 25, 2011 in the Yuba City,
California. While the world was joyously celebrating
Merry Christmas - a Happy Holidays Season, the
God quietly snatched Mr. Madan L Saroay from us
with no prior or aftermath pain and he happily
said good-bye to all of us, leaving friends and
relatives in tears & a perplexed mood.
Mr. Madan immigrated to the United States in December
1990 and since had lived in the Yuba City area.
He is survived by his wife, one son, two daughters
and six grandchildren. The family has arranged
his Funeral Services that will be performed on
Saturday December 31, 2011 at:

is to inform with great heart and grief that the Supreme
Council, Shri Guru Ravidass Sabhas, USA’s General
Secretary Mr. O. P. Balley's wife Latchmi Devi Balley
passed away on December 23, 2011& she survived by
husband Om Parkash Balley, three sons, Vinod, Rakesh,
Mahesh and one daughter Rina Putnam and ten grandchildren
and three daughter-in-laws and a son-in-law.
Latchmi
was very religious lady & born on September 12th,
1935 in Punjab (India) and her family moved to Fiji
Islands when she was 3 months old. She grew up in Fiji
Island and moved back to India at the age of 20 in 1957
for marriage. She lived in India with her husband Mr.
O. P. Balley and family for 20 years until the entire
family immigrated to USA in 1977. She was married for
54 years. Her husband had the opportunity to meet Dr.
Ambedkar in person many times in 1956. He also attended
his funeral. He used to organize Dr. Ambedkar's personal
home library.
Latchmi
was very inspirational to her husband in this endeavour
and also supported him in his career in India and USA.
Latchmi supported and inspired her husband as he was
one of the founding members of the Guru Ravidass Temple
in Pittsburg, California. He also serves as General
Secretary on the Supreme council of Sri Guru Ravidass
Sabha USA.

Devi Balley's funeral will be held on December 29th,
2011 at 10:00 AM at Pittsburg Funeral Chapel Inc. 2295

Lahori Ram was the best at his worst and humble at his
best. He served as the ultimate role model as a devoted
husband, father, grandfather and as a member of society.

the path that he set and carry on the message that he

condoles the death of Shri Bhagwan Das, a legendary
Ambedkarite, who deeply spread the mission and philosophy
of Baba Sahib Dr. B.R. Ambedkar especially in Punjab
and in whole India in general. He was the pioneered
in publishing the speeches of Baba Sahib Dr. Ambedkar
under the title Thus Spoke Ambedkar in four volumes
at a time when there was no literature available
on Baba Sahib’s views. He was a renowned scholar
of Urdu and Hindi as well. He wrote extensively
in Hindi too.
Shri
Bhagwan Das was the founder member of the World
Conference on Religion and Peace (India Chapter)
with its headquarters in New York and Geneva. He
was also the Director, Asian Centre for Human Rights;
member of the Governing Board and Executive Committee
of Asian Conference on Religion and Peace having
its headquarters at Tokyo; and President of the
Dalit Solidarity Programme. He remained active in
his endeavours towards the mission up till his last
breath.

Shri
Bhagwan Das was very dear to all of us. I personally
learnt a lot from close interaction with him. He
was a great Ambedkarite who had the honour to know
and meet Baba Sahib Dr. B.R. Ambedkar in person.
He was the first true Ambedkarite who published
the speeches of Dr. Ambedkar in the late 1960s from
Bheem Patrika in Jalandhar. In teaming up with another
legendry Ambedkarite from Punjab, Shri L.R. Balley,
Shri Bhagwan Das pioneered the sincere cause of
publishing Ambedkar literature in a big way in English
as well as vernacular. He devoted his entire life
for the cause of the upliftment of the socially
excluded sections of the Indian society. His passing
away is rally an irreparable loss for all of us
never to be filled up. However, he would always
be with us through his seminal works on Dalit literature
that he had produced over his life-long persistent
intellectual efforts and grass-roots activism. I
empathise with you, your family and all the fellow
Ambedkarites.

Mr. Mohan Lal Mall was born on January 5, 1925
in the village Rurki, Punjab, India. He was the
youngest child out of five for Rakhi and Easri
Ram. He was fond of music and local folklore in
his youth. He worked on the family farm as he
grew up. He used to travel to different villages
for his professional livestock business. He became
a well known businessman in the Phillaur area.
In 1941, he married Gurmej Kaur. They have eight
beautiful children together. He migrated to the
United States in 1986. He first lived in San Jose,
CA. He used to work in a landscaping business
when he first arrived in the US. He encouraged
all his children to work very hard and earn an
honest living. Even though he never had any formal
education in his upbringing, he taught his children
and grandchildren the importance of an education.
After a couple of years living in San Jose, he
moved to Sacramento, CA with his family. He has
been living in Sacramento since 1997. He was an
active member of the Gurdwaras. He used to walk
to all the local parks and make friends with everyone.
The first thing he used to ask was “What
village are you from back home?”
Mr. Mall played a very influential
role in the upbringing of his elder sister’
son, Mr. Lahori Ram. He was an uncle and friend
to him. He is survived by his wife and eight children:
Harbans Kaur, Balvir Chand, Surinder Singh, Mohinder
Pal, Joginder Lal, Resham Lal, Harmesh Lal, and
Surinder Kaur. He also has over twenty grandchildren
and many great grandchildren. He passed away on
July 28, 2010 at the U.C. Davis Medical Center.

Yuba City:- Yuba City occupies
a special distinction for Punjabi Community of United States of
America. It organizes a largest religious gathering of Punjabi
Diaspora outside Punjab every year. About a hundred thousand people
converge to celebrate Guru Granth Sahib’s “Gur Gaddi
Divas” in the first week of November. Yuba City also enjoys
preeminence in the cultural field as the biggest Punjabi Festival
is organized annually by Punjabi American Heritage Society. Despite
the fact that there are many restrictions for entry, a great number
of Punjabis make to the festivities. The main reason of its popularity
is that it keeps all norms of Punjabi decency. Organizers never
let it deviate into a bad taste. Only those items are presented
that promote creative, entertaining and chivalrous aspects of
Punjabi culture. Very prominent artists are invited to amuse the
audience.
These festivals play a
key role in bonding young children with their roots. Competitions
are organized to identify talent and creativity in children. This
year contests for Miss Punjaban and Mr Punjabi were also introduced.
Dr. Jasbir Singh Kang, who is an alumni of Medical College Patiala,
is one of the main leaders of the event. The proceedings of this
festivals are broadcast both in American and Punjabi media. Maybe
this is the only festival to be given so much prominent coverage.
Dr. Kang is associated with many activities that promote dialog,
mutual understanding and fellow feelings about Punjabis among
Americans. He was instrumental in production of many documentary
films about Punjabi people in America.
Dr. Kang’s team never
fails in recognizing distinguished personalities of the region
who have contributed significantly to the community welfare. This
year among the prominent persons to be honored are World Wide
Promoter Jessie Banga, Director of KVIE television David Hosley,
President of Guru Ravidas Sabha Rio Linda Shingara Singh and Professor
of Sacramento State University, Dr. Amrik Singh. Jessie Banga
was recognized for his positive approach towards community welfare
and David Hosley for producing a film “Sikhs in America”
for the KVIE network of television.
A Special honor was also
accorded to Yuba City’s First Punjabi Mayor Kashmir Singh
Gill for creating a favorable history for the community. Along
with him many other officials of the Yuba and Sutter County were
recognized for their cooperation to the Punjabi community.
